Can Foreigners Buy Land in Turkey? Limits, Restricted Zones and Rules

What foreign buyers need to know before buying land in Turkey: area limits, the project rule for undeveloped plots, agricultural land, military and security zones and checks.

Can Foreigners Buy Land in Turkey? Limits, Restricted Zones and Rules

Buying an apartment in Turkey as a foreigner is straightforward, but buying land is a different matter. Plots, fields and development sites are subject to extra limits and obligations designed to control foreign land ownership and make sure land is used according to plan. This guide explains the main rules before you consider a land purchase.

Last updated: November 2026. This guide is general information, not legal advice. Land purchases need careful legal and zoning review.

Who Can Buy Land

Under Turkey's Land Registry Law, foreign individuals who are citizens of the countries designated by the President can acquire real estate in Turkey, including land, within the legal limits. Citizens of most countries are eligible. A small number of nationalities are excluded or face extra restrictions in certain areas.

Foreign companies cannot buy property directly under these rules. A company established in Turkey with foreign capital may acquire property for its activities under separate legislation and approvals.

The Area Limits

  • 30 hectares per person: a foreign individual can own a maximum of 30 hectares of real estate across Turkey.
  • 10% per district: the total area owned by foreigners in a district cannot exceed 10% of its privately owned land.
  • The President has the power to increase these limits.

For a typical apartment buyer, these limits are not an issue. They matter when buying large plots or several pieces of land.

The Two-Year Project Rule for Undeveloped Land

If you buy undeveloped land, you must submit the project you plan to build to the relevant ministry for approval within two years of the purchase. If the project is not submitted, not approved or not carried out as required, the property can be subject to liquidation under the law.

In practice, this means land should only be bought with a clear and realistic development plan, a confirmed zoning status and a budget for construction.

Agricultural Land

Agricultural land is subject to additional rules. Foreign individuals generally need permission and must present a project for agricultural use, and the land cannot simply be held for speculation. Plots in rural areas can also be affected by inheritance and division restrictions that prevent subdivision below certain sizes.

Military, Security and Strategic Zones

  • Military prohibited zones: foreigners cannot acquire property in these areas.
  • Security zones: acquisition requires approval from the governorship after a security review.
  • Strategic areas: some areas require approval from the relevant ministries.

The land registry checks these restrictions as part of the application, but you should confirm the status before paying any deposit.

Zoning: The Most Important Check

The value of land in Turkey depends almost entirely on its zoning status. Before you buy, confirm:

  • Whether the land is inside the zoning plan and what can be built on it (residential, commercial, tourism, agricultural)
  • The permitted building ratio and height
  • Whether part of the land is reserved for roads, parks or public use
  • Access to roads, water, electricity and sewage
  • Whether the land is shared with other owners (hisseli tapu), which makes development much harder

Land or Finished Property?

For most foreign buyers, a finished or off-plan apartment is simpler than land: no project obligation, faster title transfer, immediate use and easier resale. Land can suit experienced investors or buyers with a specific project and local partners. If you are attracted by early-stage pricing, compare it with off-plan property, which offers a similar entry point with fewer obligations.

Frequently Asked Questions

Can foreigners buy land in Turkey?

Yes. Foreign individuals from eligible countries can buy land within the 30-hectare and 10% limits, subject to zoning, restricted zones and the project rule for undeveloped land.

What happens if I do not build on the land?

For undeveloped land, a project must be submitted for approval within two years. If the obligation is not met, the land can be subject to liquidation.

Can I buy agricultural land in Turkey?

Only with permission and an agricultural use project. It is not a simple purchase for foreigners.

Can a foreign company buy land in Turkey?

Not directly under the rules for individuals. A company established in Turkey with foreign capital may acquire property under separate legislation.
